DSWSH MC 3 – Security Planning & Design for 3-Storey Office Building (Individual Assignment)

Individual Project Assignment

  1. This project is an individual assignment.
  2. Student is assigned to provide security design recommendations for a new 3-storey office building with 1 basement, located at Sengkang Central.
  3. A total of 2 sessions have been allocated for this individual project assignment. In the 1st session 3rd Dec 24 (Tues), students will be briefed on the project requirements and are required to provide an outline of the approach and concept of protection for the new 3-storey office building. A 2nd session on 7th Jan 25 (Tues) is allocated to provide an opportunity for students to clarify any points they may have encountered while preparing for the project submission.
  4. A written report submission of minimum 2500 words is required. The submission date is on 14th Jan 25 (Tues) by 1800hrs. (Note: Marks will be deducted for late submission).
  5. A project assignment is upon 100 marks (weightage is 50%) as part of overall assessment of this subject.
  6. The Architect has designed the following measures for the new 3-storey office building at Sengkang Central.
    • There is 2.4 m perimeter welded mesh fence line with a vehicular chain link mesh swing gates and staff entrance (welded mesh gate) of the same height are provided at the facility.
    • The new 3-storey office building is surrounded by a main incoming road from the front, open grass field at both sides and dense vegetation at the back.
    • There is one main glass sliding door at the entrance into the building and 2 fire escape staircases with wooden doors.
    • The new 3-storey building is provided with glass façade.
    • A guard house is proposed next to the main vehicular gate.
    • The Visitor management system is proposed at the new 3-storey office building reception counter.
    • The space allocation for the new 3-storey office building is as follows:
      • Basement – Mechanical & Electrical (M&E), Information Technology (IT) & Generator rooms and staff carpark lots.
      • 1st storey – main lobby, Lift (2 nos) lobby, mail room, reception counter, security control room and meeting rooms. 3 speed gates are proposed at the main lobby providing access to Lift lobby.
      • 2nd Storey – Administrative Department (office area), consisting of mail sorting room and confidential document storage room.
      • 3rd Storey – HR Department (office area), consisting of document compactus room. Senior Management office and board room.
      • Mechanical, Electrical and IT security rises are located at every floor.
      • Wooden doors are proposed for all rooms in the building.
      • Lift landing at each floor is an enclosed area provided with a glass door.
  7. The following threats were identified for the risk assessment to be conducted:
    • Internal Threats (theft, vandalism, sabotage, arson & theft of confidential information).
    • External Threats (intrusion, theft, vandalism, sabotage, arson and theft of confidential information).
  8. During a discussion with Client, it was highlighted that there were recent break-ins, vehicle ramming incident and bomb threat at the neighboring buildings.
  9. A risk assessment has been conducted based on all the identified threats and feedback provided by Client. A security risk level of Medium has been identified. Security mitigation measures should be based on all identified threats.
  10. The project requires the student to prepare the following:
    • Concept Plan proposing the security zoning and security measures (physical & electronic) for the new 3-storey office building, based on the protection in depth & 5 Ds approach.
  11. Consideration should be given to the operation of the facility when proposing the security control measures. The control measures should not hinder the daily operation of the facility.
  12. Project Report Format:
    • Introduction of the project assignment
    • Risk Assessment
      • Identify Threats
      • Identify Assets (based on the info given in project assignment)
      • Summary on the risk assessment (based on the info given in project assignment).
    • Preparation of Concept Plan (based on the protection in depth approach & 5 Ds):
      • Adjacent/Perimeter protection
      • Building perimeter
      • Space protection
      • Object protection.
      • Recommendation of mitigation security measures (physical & electronic measures etc.)
    • Objectives and functions of each proposed security devices to be highlighted in the assignment.
