Case Study: 10K Ubin Peloton Event
A local sporting events company, LetsGoSG, is planning to organise a 10km “fat-wheel” bicycle race at Pulau Ubin. Capitalising on the holiday atmosphere, they plan to hold the event, the 10K Ubin Peloton, on New Year’s Eve, and the flag-off will be graced by the Member of Parliament for Pulau Ubin at 10 am.
Since it is an inaugural event on Pulau Ubin, the organisers expect participation from both racers and spectators to be overwhelmingly positive. Organisers anticipate that the sale of the race tickets, transportation to the island, as well as the sale of souvenirs and refreshments will bring in more than $1 million in revenue for LetsGoSG, and they plan to donate 20% of the profits to support the beautification and conservation efforts of Pulau Ubin.
The key idea would be to race around the island in groups of 12, with the groups segregated by 5-minute intervals. The participant who completes the race route in the shortest time wins. The organisers envisage about 50% of the participants bringing their own bicycles to the race, and the rest renting the bicycles from the organisers. The organisers will take two days to set up the race, and one day to tear down. The proposed race route is shown in Figure 1, with the flag off commencing from Pulau Ubin Jetty, running counter-clockwise to different parts of the island, and ending at the Pulau Ubin Assembly Area.
However, local authorities and the residents on the island are concerned. They are worried not only about participant safety but also about the inconvenience it could cause to the residents and other visitors to the island. While they typically welcome activities that will boost visitorship and the economy of the island, they are not convinced that the risks of such a large-scale activity have been adequately considered.
Recently, the Ministry of Home Affairs released a terrorist assessment report highlighting that the threat of terrorism in Singapore remains high. The authorities are concerned that violent extremists and terrorists could be encouraged by successful terrorist attacks at sporting events and concerts in other countries, and could target large congregations of people to achieve their ideological aims. While the likelihood of such an attack during the 10K Ubin Peloton is not expected to be high, it remains a potential target for copycat attacks with extremely severe consequences if the attackers are successful.

Although the organisers and the island’s residents value the benefits of this event, they are also aware that they have a responsibility to ensure the safety and security of the 10K Ubin Peloton. The local authorities have also highlighted that unless they approve a comprehensive risk management plan by the organisers, they will not issue a permit for the event.
After a lengthy discussion at a community meeting, both LetsGoSG and the island’s residents’ committee have agreed to engage the students of PSS388 as independent risk assessors.
